Study on scientific and technological support countermeasures to eliminate hidden dangers of coal mine accidents

  • Based on the theory of system science and safety engineering,the distribution characteristics of hidden dangers of safety production accidents in coal industry were analyzed,and the key positions,dangerous processes,key links and categories of hidden dangers were identified,and the development goals and paths of scientific and technological support for eliminating hidden dangers in coal mines during the“fourteenth five year plan”and for a longer period in the future were put forward. Based on the analysis of the development status,problems and trends of the hidden danger control technology,the overall idea of“fundamentally eliminating the hidden danger” in the coal industry was put forward,the scientific and technological support system for eliminating the hidden dangers in coal mine safety production was constructed,and the main tasks of scientific and technological support were put forward. Based on the safety concepts of source control,system control,comprehensive control and precise control,the scientific and technological support countermeasures to fundamentally eliminate the hidden danger in the coal industry during the“fourteenth five year plan” period were put forward. The research results show that the hidden dangers of coal mine safety production accidents involve the whole process of safety production and the whole elements of “human,machine,environment and management”,which may cause many types of accidents,large losses,large differences in regional distribution and continuous dynamic changes. To this end,it is necessary to eliminate the hidden dangers from the source,from the whole process of safety production,from the whole elements of “human,machine,environment and management”,and from the entire process of hidden danger evolution. It is necessary to build a scientific and technological support system for the elimination of hidden dangers in production safety with“full-process supervision,full-element inclusion,full-cycle coverage,and all-round construction”,so as to realize the intelligent early warning of hidden dangers,scientific management of hidden dangers,and accurate prevention and control of disasters and accidents. During the “fourteenth five year plan” period,the coal industry should fundamentally eliminate the hidden danger in terms of scientific and technological research,key projects,and policies and measures,and improve the ability of coal mine hidden danger management and prevention and control of major accidents.
