  • The construction and management of the mine emergent refuge system in China had systematic references on the successful experiences and practices of USA coal mines and the systematic comparison study was conducted on the China and USA related laws and regulations of the mine emergency refuge systems in th e emergent refuge facility technical requirements, arrangement, failure measures, safety certification and other aspects.The paper explained the background and basis of the Chinese regulations issued and analyzed the reference roles of USA related standards.The paper proposed further enhance the legal establishments of the mine emergent refuge system and provided the proposals on the research and development programs of the key technologies for the emergent refuge in order to speed up th e establishment of the emergent refuge system in China coal mine and to further improve the mine safety protection level.
